Leonardo S.p.A. and the Ministry of Defence of Saudi Arabia have signed a contract for the supply of four C-27J Maritime Patrol Aircraft (MPA). The cooperation establishes an integrated airborne maritime surveillance capability for coastal security, exclusive economic zone (EEZ) monitoring, and multi-role operations.
Context of the Cooperation
Leonardo, as the aircraft manufacturer and system integrator, will deliver a maritime patrol configuration of the C-27J platform. The Saudi Ministry of Defence is introducing the aircraft to expand national maritime domain awareness and support joint defence and security operations.
The cooperation addresses operational requirements linked to the protection of extensive coastlines and offshore infrastructure. Maritime surveillance missions require persistent sensor coverage, secure communications, and interoperability with naval and ground-based command systems. The scale and technical integration complexity necessitated collaboration between the aircraft OEM and the national defence authority.
Technical Solution and Responsibilities
The selected platform is the C-27J in its Maritime Patrol Aircraft configuration. The aircraft integrates:
- A mission management system
- Maritime surveillance radar optimized for surface target detection
- Electro-optical/infrared (EO/IR) sensor turret
- Identification systems and secure communications links
- Operator consoles for onboard mission crews
The system architecture enables sensor data fusion, allowing radar and EO/IR inputs to be processed and correlated in real time. This supports surface vessel detection, classification, and tracking under varying weather and visibility conditions.
Leonardo is responsible for aircraft production, mission system integration, certification, and associated training and logistics support. The Saudi Ministry of Defence oversees operational integration within national command-and-control structures and force deployment planning.
Deployment and Integration
The aircraft will be integrated into Saudi Arabia’s existing defence and maritime security infrastructure. Implementation includes:

- Platform customization to operational requirements
- Training of flight and mission crews
- Ground support and maintenance framework establishment
Integration is designed to ensure interoperability with naval units and coastal surveillance systems, contributing to a broader digital infrastructure for maritime domain awareness.
Applications and Operational Use Cases
Primary application areas include:
Applications and Operational Use Cases
Primary application areas include:
- Maritime patrol and EEZ monitoring
- Protection of critical offshore assets
- Search and rescue coordination
- Surface surveillance and reconnaissance
The C-27J platform’s short take-off and landing performance allows operation from semi-prepared runways, expanding basing flexibility. The multi-mission configuration enables rapid role adaptation between surveillance, transport, and support tasks.
Expected Impact
The introduction of four C-27J MPAs increases airborne surveillance coverage and operational persistence. By combining sensor fusion, extended loiter capability, and secure data transmission, the system enhances response coordination and maritime situational awareness.
The cooperation strengthens Saudi Arabia’s capacity to monitor maritime approaches while leveraging Leonardo’s established aerospace integration expertise in the defence aeronautics domain.
