Denmark Integrates Nationwide Counter-Drone Defense

The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) has entered into an agreement with Terma to establish a national command-and-control system for counter-drone defense. The system is intended for use by the Danish Armed Forces and other authorities responsible for military installations, airports, ports, energy facilities, government buildings and other critical infrastructure.

Denmark already operates sensors across military and civilian environments, but their data is distributed across separate systems and locations. The cooperation addresses this fragmentation by providing a common architecture for collecting, processing and presenting information on drone activity.

Integrating sensors and command systems
The solution is based on Terma Helion, a sovereign multi-domain data backbone designed to connect existing and future sensors. It combines information from distributed systems into a shared drone situational picture, supporting decision-making at both local and central levels.

The architecture also integrates OSL Technology's FACE platform for command and control and data fusion. OSL Technology became part of Terma in 2025. FACE processes information from Terma radar and surveillance systems alongside third-party sensors and countermeasures.

AI-supported processing is used to classify, prioritize and correlate sensor data. This enables operators to identify relevant incidents from large volumes of incoming information and coordinate appropriate responses.

Complementary roles and operational integration
Terma is responsible for delivering the integrated system and contributes its radar, surveillance and multi-domain capabilities. OSL Technology provides its experience in counter-drone command-and-control and system integration.

OSL Technology has served as prime contractor and system integrator for the counter-drone system at Heathrow Airport since 2019. It also supplies counter-drone systems for the Ørland and Evenes air bases under a multi-year framework agreement with the Norwegian Defence Materiel Agency.

The Danish system will be delivered in cooperation with other Danish industry partners. Its open and modular architecture is designed to allow additional sensors, sites, countermeasures and other capabilities to be integrated as operational requirements change.

National control and scalability
The system is intended to maintain national control over operational sensor data while supporting equipment from multiple suppliers. By consolidating sensor information and command functions within a common architecture, authorities can maintain a consistent operational picture across geographically distributed locations.

The resulting infrastructure is designed to support detection, classification and tracking of drone activity, sensor-data fusion, incident prioritization and coordination of counter-drone responses across Denmark.
